Стремление Макрона к основной институциональной реформе ЕС столкнулось с немедленным сопротивлением, и даже мелкие изменения столкнулись с бурной реакцией общественности за последние 12 месяцев. Желание Макрона внести некоторые поправки в отношении бюджета еврозоны было принято Германией в июне, но Нидерланды отклонили эту идею.
