Стремление Макрона к основной институциональной реформе ЕС столкнулось с немедленным сопротивлением, и даже мелкие изменения столкнулись с бурной реакцией общественности за последние 12 месяцев. Желание Макрона внести некоторые поправки в отношении бюджета еврозоны было принято Германией в июне, но Нидерланды отклонили эту идею. Они представляют интересы группы небольших, свободных от рынка стран, которые недовольны возможностью того, что богатые государства-члены должны наживаться на своих бедных соседях.
В то же время Германия тормозит идею единой схемы страхования депозитов в ЕС для банков, что является ключевым вкладом в создание полностью интегрированной европейской банковской системы. Берлин также наложил вето на мысль о министре финансов еврозоны или парламенте для 19-членной единой валютной зоны, за которую боролся Макрон.
Реальная реформа институтов ЕС требует изменения существующих европейских договоров, и изменения должны быть перенесены на референдум в нескольких странах-членах, что усложнит весь процесс. После голосования по делу Брексита это станет реальной проблемой, которую немногие представители правительства ЕС готовы взять на себя.
